What is the best way to learn a language? Either Bengali or English?

I shall be posting a few suggestions about improving English language for the enthusiasts. But there are so many strange ‘METHODS’ that I often feel shy about strutting upon the issue. I shall, initially, try to create a series of posts about learning English Language by the Bangladeshi people. The target people are mainly young people who fall in the 18-25 age group. My goal will be to approach in a bit outlandish method – through studying Literature [Novel-Poetry-Play-Short Story]/History/Sociology}. I shall be making a good number of references to the webpage materials that contain reading materials in these areas.
